I know that players' talent ratings decline as they age. Is it possible for a young player's talent ratings to improve, or is it that when a player imports/debuts, his talent scores are as high as they're going to be? I also know that players sometimes "overachieve" and end up with actual ratings that are higher than their talent scores, of course.
I'm a GM in two online leagues that don't use scouts, so I know the ratings I see are the ones the game is using.

If the league is set on "career" mode than players will develop and talent ratings will change as well. Some players will steadily improve, others will come out of nowhere, and others will suffer a rapid decline after a season ending injury, etc...
