It is NOT an issue with expanding to 40 as my season ends in mid-August and my post season begins (and ends) before September 1. The issue is actually with the post season. As SOON as the regular season ends, OOTP expands the rosters to 25 regardless of the date.
Having said that, your post did lead me to try something (I'm mad at myself for not trying it before!) and it turns out that if you go to the Financial Setup tab before playing any post season games and retype the roster size to what you want (in my case, 19) OOTP WILL readjust the post season roster size to THAT number. So there is a workaround.
