He played 1998 in Japan with the same team he played the 1995 season with, and 1999 & 2001 in Mexico (He did miss 2000 not sure why though, did he get injured?). 1998 he hit .290 in Japan, and he hit .423 in Mexico in 1999 and was hitting .437 in 2001 before getting signed by the Braves.

I dunno. Spending three years in the equivalent of the minors and then reviving an MLB career after such a gap at age 42. That is pretty impressive. But, your point that he wasn't on siesta during this span is well-taken. I missed the '95 gap in his MLB career. If Franco had spent those four years playing in the bigs, his Cooperstown resume might be more convincing to the voters.
