As I mentioned previously, after the base teams are done there will be a draft of remaining players, including negro league players not put on their base team, Japanese players who don't go on the combined expansion/Japan team, and other major leaguers who were unclaimed but I feel are significant (free agents in essence).
I said I would do the draft part based on franchise record, with the expansion team going first and the negro league team going second. Because of the strength of the negro league team, I am going to put them dead center at 14. They don't need the bump in talent to the extent the expansion team does. While I am not putting all the best negro league players in with that team, they will certainly have more talent than a good number of the teams in the league.
