Did it with both an imported and a newly created league.
I have Financials off. Sim Minors off. Coaches off. Not in Manager Mode.
Now, Im not sure that mine resets to 25 as soon as I start simming (watched it earlier and it didnt happen). But, once ya proceed to the next season, it does in fact jump back to 25 players per team (even though the setting remains, in my case, at 22 per team in League Setup).
