I play with 19 man rosters. When I select this on the "Financial Setup" tab, the computer is fine with it and sets rosters to 19 active players. However, sometime after I start simming, it appears that all of the rosters expand to 25 players.

To test:
On the "Financial Setup" tab, change the active roster number to 19. Now go to any team and select "Transactions" from the dropdown menu and you'll see "Active Roster 19/19". Now sim a season and check the "Transactions" dropdown again and you'll notice that it now says "Active Roster 25/25".
