I guess it is up to personal preference.

Some commissioners would rather have newbies than veterans. Some commissioners would rather have veterans than newbies

To re-literate some of the previous posts, I would try to screen owners just by reading his posts, and if possible, google the potential owner's e-mail address or AIM screen name. Check the user's "application" for spelling and grammar mistakes. That may give you an idea of what kind of owner you would be dealing with.

I'm a big fan of long "applications". If the person is willing to type out a nice, long e-mail explaining to you why the person would be a great owner, chances are, that he will spend lots of time on your league, which is a major plus.

I'd suggest that you read over the many league ads that afloat on this message boards. Take some ideas from those leagues, and then think about what would be best for your league in order to attract the best owners possible.
