I'd imagine a lot of this depends upon the length of the draft and creaton modifiers, but in general I like to fill my minors up all the way. A lot of guys get wasted due to lack of playing time, but most of those who suffer are just projects who would otherwise be potentially stocking some other team's minors and potentially helping them in the future.
