Also, right now the league is in the off season, at least it was in the latest league file that I downloaded. So right now I believe the GMs are making offers to FAs. I made an offer to a FA. Do I have to do anything now? There are options such as "Export Team Offers" and "Export Team Offers via FTP". Do I have to use either of those?

First you need to find out whether your league uses FTP for importing/exporting (this is likely the case). If so, you need only to go under your team setup screen and choose the export to FTP option. If the league does not use FTP post back here and I will walk you through step-by-step what to do in that case. You don't need to use the Free agent team offers buttons unless your league is currently in the off-season.
