Actually, it will work on a local machine. However, it will only work on the actual boxscore area for the league, not on the generated area. It actually works on both, the problem is when it displays the box scores. The link to the style sheet inside the box scores cause the box scores to be displayed without the formatting.
I just tried this:
I copied my EXE file to the box score folder:
C:\Program Files\Out of the Park Developments\OOTP 6\A1901.lg\LEAGUE_NEWS_BOX
I ran it and entered a persons name and it created the file. I opened the newly created file and clicked on one of the links and it displayed the box score perfectly.
