I've looked high and low (actually I haven't looked that hard) for my perfect league, and I haven't found it.

What am I looking for: A Historical league using mainly real players; but with a twist. I'd don't want them necessarily to be historically accurate; I want it to be highly probable that Babe Ruth will become the great home run hitter, but I want there to be a chance that he'll be a flat out bum (not a high chance, but a chance.) I'd also like to see players entering the league before they are major league ready, there would be exceptions of course Like Ty Cobb and other players who entered the league in their teens. I wouldn't mind seeing the occasional fictional player; who would be necessary; because the real players might never make it.

Does such a league exist?

My Requirements:
OOTP 6.12
Slightly Randomized Historical Players not pulled straight from a statistical DB.
Player development were the vast majority of players enter before they are ML ready.

My Preferences: (these are just prefs and wouldn't stop me from joining a league)
Ratings (1-5 for stat stuff, 1-10 for non stat stuff (fielding, talent ...)
15 days at time sims. twice or thrice a week.

I'm actually in historical leagues and a modern roster league which I enjoy immensly, but I was wondering if a league such as this might exist (with an opening) time period is irrelevant, even a league where the entry times are varied (Napolean Lajoie could be playing along side Ozzie Smith). I'd commish this but unfortunately lack the know how and time.
