From the leagues I've been in, it seems to me that taking an average team and turning them around is much harder than taking a bad team and turning them around. With a bad team you get some nice draft picks for a year or two. With average teams you hope for good players or hope for talent bumps, otherwise it stays average many times so to me they seem more of a challenge.
