You do not necessarily have to create that many players. Just create enough for one round.
At the top of the draft screen with the order, you'll see something that says Rounds. Click on this. You can then shorten the draft to one round. (This was possible during OOTP3, haven't had to try it in OOTP4, but I'd suspect it will still work)
Draft the fake players, turn financials off, release then delete them. And you should be alright to go. Also make sure each team in the league has at least 20 players this can cause a crash like this as well.
