If you check the thread started by Markus a month or two ago on OOTP7's progress, there's a comment in there where he mentions one of the stats areas tracked for players is their pre-season stats.
This would indicated there is some kind of pre-season in there, otherwise no stats would be generated for it. However, the exact nature of this pre-season wasn't defined.
I wouldn't mind seeing an exhibition season to try out different players and lineups. I also have access to a fair number of actual MLB exhibition schedules, so pre-season games could be handled with the real schedules just like the regular season...
