Go to any National Weather Service website, and they will list mean number of days with precipitation, for the year, and by month.

It is a simple matter then to determine precipitation chances.

Unfortunately, there are other factors involved.

Seattle, Washington rains/snows/others 210 times a year.

St. Louis, Missouri rains/snows/others 135 times a year.

They both receive 35-40 inches of precipitation per year.

Seattle has quite a few minor precipitation events...which wouldn't necessarily impact the game.

It St. Louis, if it rains from April to October, it is likely associated with a thunderstorm. This well and truly impacts gameplay.

If you want, I can give you an idea on how to modify the weather.dat file...based on my 31 years as a meteorologist. Let me know.
