Hi khucke,

I'm not sure about the photo, but that file for the fighter ratings is for the elder Carter who fought from 1953-64. This came with the game originally I'm pretty sure and it's the same ratings as the Carter that was in the TF2001 game. Again, maybe there's a mixup with the picture and that's the Carter from the 70's? Maybe one of fighter photo experts on the boards here could confirm that or not.
