The easy way to do it is to turn off Finances in League Setup and then go to "Edit Free Agency" also in League Setup. You select a team (like you would when making a Free Agent offer) and click on the player. It'll ask you to confirm the signing. The player will then be placed on the team and when you turn finances back on, he'll have the contract he's supposed to have.

If you want to add 250 players (10*25) the Fantasy Draft is your best bet.
