Banished to the bullpen

I've begun to see a tendency appearing that concerns the way OOTP6 handles pitchers as they're imported into my historical league.

Some of the most outstanding starters of the 1920s, guys like Waite Hoyt and Red Ruffing, are either importing as middle relievers, or are being converted into them very quickly. I've checked their Endurance ratings, and they look like they'd be high enough: in Ruffing's case, it's 79.

I manually change them to starters, and voila, as soon as I turn around, it's back to the bullpen. In the 1920s, having the game call you a middle reliever is tantamount to sentencing you to a career full of seasons with 15 innings pitched.

I'm sure there are other guys around the league who have been banished in the same fashion; I'm more aware of the fate of Hoyt and Ruffing because they're on the Red Sox with Pat O'Farrell.

I've also noticed that the starters of this era almost always import from Lahman with CRUDDY ratings for Stuff. Do you think this is why the game is telling them that they're relievers?

Any clues about (1) why this is happening and (2) how to stop it?
