I'm the Baltimore GM in question...here's a bit more detail:

I made a number of offers for the first round of Free Agency, including an insane offer of $7,190,000 for 5 Years to Closer Shawn Chacon (thinking I would convert him to start). In the first round, I made roughly 5-7 offers, all major league contracts. After the sim, having signed my first few targets, I came to my senses, and decided to offer a reduced contract ($2,000,000 for 4 Years) to Chacon; if he accepted it fine. If not, then at least I'm not paying him $7 mil a year. Additionally, I made somewhere between 20-30 minor league contract offers this sim, as well as an offer to CL Trevor Hoffman. Following the sim, with the updated league file, I had Hoffman on my team, but when I checked my FA offers only the initial exorbitant offer to Chacon remained. All other offers had disappeared. I did NOT send in a FA export for the 3rd FA sim, but I DID send in a general team export. Hope this helps somehow.
