your mileage may vary (especially depending on the league and era settings), but in my experience...

my starters fair poorly on 3-days rest. In fact, even with 4-days rest, a high pitch count from the previous start may have an effect.

the way you handle a staff has a big effect. last year (season 1 from my solo league) my relievers were horrible - 4/7 of them spent time escaping my wrath in the minors. this year, same staff to a man, and I've got one of the better bullpens in the league; the only real difference is I've "learned" which pitchers can perform best in what roles - I have a designated long reliever, a closer and setup man, and 2-righties and 2-lefties for middle relief. sounds crazy, but I've really found that certain relievers perform better in certain situations.

if you are simming your games, the "hook" rating in your setup screen can have a big effect as well.
