True ratings are from 0.0 to let's say 12.0 ... sample Player A has ratings of 4.3, 6.2, 8.8, and 7.1

A "brilliant" scout will probably report 4,6,9, and 7 or maybe 4,6,8 and 7.

A "Poor scout may report 5, 5, 10, 6.

Re-reading your post, I think you thought that the different ratings that get shown, show a different opinion made by "your" scout. So essentially, all you are seeing is the 2 different opinions of your own scout. But what happens is the opinion changes from your scout's opinion to your "opponent's" scout's opinion.

Regardless, two different opinions of your own scout could still be used to cheat because you get 2 opinions that you can average out and get a perspective of the player's true ratings, read my above reply for more details.
