I have lost count how many times people have asked me this question.
Any graphics program is fine, here are some that I recommend just off the top of my head, adobe creative suite, corel suite, macromedia suite, painshop pro, even windows paint. All programs are very good and I've seen some amazing work from each one of these programs.
