If I understand you correctly, you are referring to the 'background image' of OOTP showing the ballpark pictures.

Well, this is not a mod. Instead, this is an internal function of OOTP.

So, you asked: how to 'activate' this funciton? It's pretty simple. First, go to 'Edit ballpark' function under 'Leauge setup'. In the 'Edit ballpark' screen, you should see 'Picture File' and 'In-Game Field Picture'. 'Picture File' is actually the file that OOTP uses as the background image and 'In-Game Field Picture' is the image shown as the field image in the PBP screen. So, what you need to do is to change 'Picture File' to whatever you want to show as the background image. Depending on how many stadiums/ballparks are there in the park.dat, OOTP will randomly rotate through them in the main league screen (the team management background image will always be the 'Picture File' of team's assigned ballpark).
