Guess I'll have to try harder this time...
Create a new Standard League (no fantasy draft), set all teams to Human control, and put Arizona C J. Lindsey on waivers (drag from the 40-man to the waivers box). Sim three days so he clears waivers, then attempt to remove Lindsey from the 40-man roster (drag from the 40-man to the white box). You get a dialog box that says, "The player would refuse the assignment. Release him or keep him on the 40-Man Roster."
... and Lindsey is on a minor league contract, so it has nothing to do with major/minor league contracts. Just as some players (who have earned the right) refuse assignment to the minors, some players can and do refuse assignment off of the 40-man roster.
