League running OOTP6.03 (does the same with 6.11 so please don't suggest changing to that as a fix) have it setup with internet mode enabled and a commissioner password set.

Now part of the point of having Scouts is using them.
If you access the player trade screen, you can't change from the team with the ID of '1'. You should be able to select whichever team you wish and then select the team you are propsing trades to on the right so your own scout can view the team.

This partly works as the team with ID '1' scouts does indeed look at ever team you put on the right but attempting to change the team on the left REQUIRES you to enter the commissioner password. This is WRONG, it should only require you to enter the password when you press the 'complete trade' button. Then this screen will have a good amount of functionality for everyone.
