I want you to look at that CBA and tell me why this clause:

Any free agent that was signed cannot be traded until July 1.

Is reason to storm out of the meetings because he didn't get it removed.

Until the commishioner gains some respect for the people he works with and some maturity, do not join this league.
I am not in Troy's league, but have talked to various members in his league. According to his very own General Manager's, Troy does not follow the rules, and breaks the rules whenever he see's fit. According to his GMs, he is a 15 year old kid, who does not have the needed experience to run a players league, or any league for that matter.

I am not bashing the fact that he is only 15, considering I am only 15 years of age as well. However, if you want to run a league at such a young age, then you need to have respect for your league members, and you must always enforce the rules. I run a players league, the GBPA, and participate in two other player leagues, the GFBL and IBPL, and I can tell you from experience that running a players league is not easy. It takes time and patience to keep track of the money earned by each player in the league, and it takes time to do various other tasks that a regular league would require.
