I am assuming this changes the reason why in my standard game from 2022-2025 the international amateurs were unbalanced? There were like 4 - 5 star batters, but the highest pitcher was 2 stars

The minors have changed since the 20 version. Like in real life, the loewll spinners dont exist currently. so they obviously arent in the game

Not sure if you are playing Standard MLB, so I dont know if that would work. What I usually do is put them on the IL for a year or until they turn 18. Not sure you should be getting tons of under 17...
