That is an interesting thought. My concern is that the game engine does not allow for this sort of behavior. There is no loaner system in OOTP so those lower teams are going to want fair market value...

The problem is that if you started a historical game in 1899 the league structure is wrong. The game will always start with a two sub league system that was not present till 1901.
