I solved this problem by expanding to 32 teams...
I solved this problem by expanding to 32 teams and eliminating interleague play. ;) I know it'll never happen IRL, but I got to tell you, it's refreshing to play games this way in the OOTP universe.

I have noticed on a couple of OOTP 24 streams that the AI Evaluation Settings are 30/50/15/5. Is this new? Because the previous default settings were 65/20/10/5.
