I play a pro/rel system over 5 leagues and at the moment the "bigger cities"...

They bring all 15 up straight away and have 30 players on their active rosters, just sometimes they sign a couple extra when they get lots of injuries and then move them to the reserve roster once...

Doesn't work perfectly, sometimes teams still might have a couple if players on the reserve roster + the 30 but it's the best way I've found so far.

Just need to change the expand rosters date...
