So I started up a new game... did the WHL change back to doing separate US draft and CA drafts? It was like that in FHM7, then in my last save it was one joined draft for both countries.

There was an issue with bantam leagues spawning players from one specific US state in their region. E.g. Western US Bantam is Washington, Southwest is Colorado, Central is Nebraska.
