If you dont want the Fed league uncheck Expand...

If you dont want the Fed league uncheck Expand Automatically before you get to that season and turn it back on after 1915 or January of 1916 and you should be good to go. Have not tried this on 16.

I didn;t seem to have a problem getting RD to work, why did others? i drafted 2 Negro league players. One was Barney Brown who might have been rated a bit high at 4 stars but had some good stats.
