Yes you can import from the MiLB database without minors turned on. See attached image. See that box below Enter Player ID and Enter Season Year? It says "Include players in minor league database"....

You can import them from the minor league...

You can import them from the minor league database, you just can't use the full minor league setup with all the minor leagues and the Negro Leagues.
