First year into my sim, I've noticed a lot of prospects with very low potential ratings (20 to 25 out of 80) have scouting reports containing phrases like "elite starter" or "potential #1."

I do the same, I make the picks usually when I first am able to. Then before the All-Star game, I go back and see who was injured. I then pick "reserves" for the injured players.
