Yes. And to be clear, it's not my idea- this is the way every single random DB mod was done before it was added as an in-game feature. It was only when it was added in-game that this changed.

Quick statement of fact: every previous random mod, going back at least to OOTP 6.5 (I don't have the old Arod random DB's anymore, which I think would take this back to 6.), from Sandman's utility...

Bristolduke was around for a while releasing random DB's done the same way.
Spritze puts random DB's out there done the same way....
