That's weird, they weren't doing that for me. I've played a season since the quick start with normal arbitration demands. Check to make sure inflation isn't set to something odd.

I'm having an issue in a fictional league where the AI refuses to sign enough players to fill its lowest minor affiliate. In OOTP17, the AI would always keep 40+ players at the lowest level....

I'd just like an AI that doesn't stick Z-tier players straight out of junior on its major league teams while better options rot in the minors. Better roster management AI would be cool.
