There were a lot of workarounds needed to play 19th Century. Now OOTP supports those things but still only post 1900. They just need to be turned on for the 19th century.

The teams without players did not really exist in 1899.

OOTP has chosen a fictional team/league format for pre-1901 leagues.

You can run the free-agent draft to fill those fake teams.
