Can't set annual budget/spend points

It is July 1, and I am unable to make any changes to the annual budget. I have 80 ending points, and am unable to spend them on the team, my arena, etc..

I am in commissioner mode and am both GM and coach of my team. but everything is greyed out. I have 293 starting points, and 80 ending points.

1) The catcher can give you an update on how your pitchers are doing (is Carlos Martinez not pitching well in the bullpen before the game starts - Yadier Molina can suggest that someone else starts...
