Heh, it would depend on the programming language used, and how many "chefs" were cooking the code at once. Some bugs could be easy to fix, while others could be a nightmare to find, even if they knew...

You're right: this file does not control the frequency of injuries (that's an adjustable setting built into OOTP), I just adjusted the possible length ranges and the type of injuries.
