When I first started playing OOTP many years ago (historical, random-debut) we always revealed rookie classes midseason (after the trade deadline), which gave GMs plenty of time to do advance draft...

Ahhh -- thanks. I didn't realize the "owner spending" setting was directly linked to fiscal personality, though I probably should have intuited that.
