Players not being purchased was a bug that started with 24 and hasn't been corrected yet. You can test it in a modern game by putting a Mike Trout or Acuna on an Indy league team and watch them play...

I have used a league setup across several versions of OOTP where historical players are drafted in lesser league and then are purchased by the "Major League". Even guys who are 75/80 players are not...
