Current ability ratings is higher than potential ratings?

I have a player that does better than what he should be able to do according to his potential ratings. How is this possible?

I have an icon next to my player that I don't understand. I can't find it in the manuals what it means.

Ok. And if I was a GM? How do you hire the personnel? When I click on names on the Staff Search, I can only put them on the shortlist. That was with the fisrt version. I don't know if it has changed.

How do I do that? I've already changed the names in the MLB, AAA, AA, A, S A and R. So, what else can I do. I can't change the league structures even though some of the leagues are a little different...
