Edit players/transfers in national league

Hi.

Just started a game in my national league(Norway) and the teams need a lot of work(player transfers mostly)
How can i fix this? Can i start a game in commosioner mode, transfer and clean up...

Will it be possible to create a league from scratch, that also will be playable together with the other leagues?

Hoping for a playable Norwegian league. If so, it's a must buy in my book..
