I was able to fix this issue by re-assigning my scouts on July 1st, which I could simply do by clicking "assign" and then clicking "okay" without necessarily making any changes.

Yes, I can add several teams via league structure (it's a standard online NHL league), but I don't know that makes only being able to add one team via the expansion wizard a deliberate design choice....
