Expansion non NHL

Was curious if its possible to expand in other leagues in europe was curious in trying to do a more european khl rather than make a fictional one from scratch , or any other european league in fhm2.

Like in every major sport that uses a cap the dificult job is to build a team and try to keep its major pieces , so my questions is how do you guys build your team ?

In my modern game my nordic draft pick round 1-3 i have dificulties signing them because they dont want to play in canada but they tend to sign easily with an american team anyone had that problems ?
