The manager / GM mode has not changed in OOTP 20. As far as RPG, google Inside the Park Baseball, we did this a loong time ago but it did not sell enough to warrant further development unfortunately.

Why not simply manually add more college leagues, then you can increase the % to the level you prefer and the problem is solved.

Anyway, feeder leagues will not get any improvements this year, so...

No, not really. It's very complicated and only a tiny number of users actually use the feature, so it's not worth the time at the moment. Maybe that'll change in the future though.
