Eliminating Certain Levels of Minors?

I'm a few seasons into my 2016 Quickstart with the Orioles and I am finding all of the levels of minors too much to deal with. Is it possible to eliminate certain levels now or can it only be done...

Is that what typically happens with prospects? As they are getting better, the rest of the world is too so you can technically have "star" type prospects/players who are only rated 1 star?

I waited until spring training started just to...

I waited until spring training started just to make sure and the ratings had to changed. I will go back and Doublecheck because maybe I did get hung up on the stars not increasing.
