My problem is fixed. The schedule for my A league was being extended out to January for some reason. I reconfigured their schedule and the off-season started properly.

Anyone else seeing this? My work around was to force the off-season and then add back the rule 5 draft. Once you force the off-season the awards happen and everything proceeds. But not sure why...
