CPU not "seeing" certain players

Not sure if this is entirely a bug or not but figured I'd see what the thought is. I recently had a 1987 historical amateur draft, scouting off, recalc off, dev on, default settings otherwise.

Can someone provide more detail on this aspect when you get a chance? Is it some new setting that more directly corrralates minors results to ratings improvement (and/or vice versa?).
