I ran a couple seasons in my 8 team test league just to be sure, and Josh does have it exactly right. IE, if the spot starter % is 100% the 5th starter doesn't pitch at all.

Steve's point is true because many players who don't look like much on draft day develop into decent players over time. The drafts do tend to look thin at the time which does take some of the fun...
